बिमस्टेकमा अन्तरक्षेत्रीय व्यापार विस्तार गर्न प्रभावकारी कनेक्टिभिटी आवश्यक छ – अध्यक्ष ढकाल (२०८०/०२/३०)

नेपाल उद्योग वाणिज्य महासंघका अध्यक्ष चन्द्र प्रसाद ढकालले बिमस्टेक राष्ट्रहरुमा अन्तरक्षेत्रीय व्यापार र लगानी प्रवर्द्धन गर्न प्रभावकारी पूर्वाधारको आवश्यकता रहेको बताउनु भएको छ । 

मंगलबार भारतको कलकत्तामा बिमस्टेक बिजनेस कन्क्लेभको अन्तर्राष्ट्रिय व्यापार मञ्च विशेष सत्रलाई सम्बोधन गर्दै अध्यक्ष ढकालले क्षेत्रीय व्यापार र लगानी प्रवर्द्धन गर्न राम्रा र प्रभावकारी सडक, जलमार्ग, रेलमार्ग जस्ता पूर्वाधारको आवश्यकता रहेको बताउनुभयो ।

यसका साथै, हवाई तथा डिजिटल कनेक्टिभिटी बढाउन, विद्यमान कनेक्टिभिटी पूर्वाधारमा सुधार गर्न र नयाँ पूर्वाधारहरु निर्माण गर्न बिमस्टेकमा रहेका देशहरुले संयुक्त रूपमा लगानी गर्न आवश्यक छ, उहाँले भन्नुभयो । 

सहज ढुवानीका लागि सडक तथा बन्दरगाह जस्ता भौतिक पूर्वाधारको बृद्धि गर्नु आवश्यक रहेको बताउँदै उहाँले क्षेत्रीय मूल्य श्रृङ्खलाको विकासमा सहयोग पुर्याउन पूर्वाधारको विकास र स्तरोन्नति गर्न संयुक्त प्रयास गर्न सकिने पनि बताउनुभयो ।

“उर्जासँग सम्बन्धित पूर्वाधारको विकास र ऊर्जा व्यापार सहित क्रस बोर्डर ऊर्जा सहयोग प्रवद्र्धनले क्षेत्रीय मूल्य श्रृङ्खलाहरूमा बढिमात्रामा ऊर्जा आवश्यक पर्ने उद्योगहरूको विकासलाई सहयोग पुग्न सक्छ । 

उदाहरणका लागि, नेपाल - बंगलादेश र भारतले नेपालको जलविद्युत बंगलादेशसम्म निर्यात गर्न जलविद्युत प्रसारण लाइनमा काम गरिरहेका छन् । यसले नेपालमा उत्पादित बिजुली भारत हुँदै बंगलादेशसम्म पुग्नेछ । यसलाई बिमस्टेकका अन्य राष्ट्र र त्यसभन्दा बाहिर पनि विस्तार गर्न सकिन्छ,” ढकालले भन्नुभयो ।

कनेक्टिभिटी पूर्वाधारका अतिरिक्त, बिमस्टेक देशहरूले क्षेत्रीय व्यापार र लगानीलाई सहज बनाउन व्यापारमा लाग्ने विभिन्न गैर–भन्सार अवरोधहरू हटाउन र घटाउनु आवश्यक रहेको पनि उहाँले बताउनुभयो । 

बिमस्टेक राष्ट्रहरूले क्षेत्रीय मूल्य श्रृङ्खलाहरूको लागि अनुकूल वातावरण सिर्जना गर्न आफ्नो व्यापार र लगानी नीतिहरू सहज र सरल बनाउन सक्छन् । भन्सार प्रक्रियालाई सरल बनाउने, नीति नियमहरु सरल बनाउने र लगानी सहजीकरणका उपायहरु प्रवद्र्धन गर्ने जस्ता विषयहरु यसमा समावेश गर्न सकिन्छ ।

“यस क्षेत्रको स्वतन्त्र व्यापार व्यवस्थाले सदस्य राष्ट्रहरूबीचको द्विपक्षीय र बहुपक्षीय व्यापार बढाउन सहज बनाउन सक्छ । नेपालले आफ्नो निर्यातमा लाग्ने कर हटाउने वा घटाएकोमा फाइदा लिन सक्छ, जसले गर्दा व्यापारको मात्रा बढ्छ र निर्यात आधारमा विविधीकरण हुन्छ,“ उहाँले भन्नुभयो । 

उहाँले क्षेत्रीय कनेक्टिभिटी र व्यापार सम्झौताले प्रत्यक्ष वैदेशिक लगानी (एफडीआई) आकर्षित गर्न पनि मद्दत गर्ने बताउनुभयो ।

“बिमस्टेक राष्ट्रहरुबीचको राम्रो कनेक्टिभिटी र व्यापार व्यवस्थाले एफडीआईलाई आकर्षित गर्न मद्दत गर्नेछ । बजार पहुँच सुधार गर्न तथा व्यापार अवरोधहरू कम गर्न सकेमा विदेशी कम्पनीहरूलाई अर्थतन्त्रका विभिन्न क्षेत्रमा लगानी गर्न प्रोत्साहित गर्नेछ, जसले बिमस्टेक देशहरूमा आर्थिक वृद्धि र रोजगारी सिर्जना गर्नेछ,” उहाँले भन्नुभयो ।

महासंघका अध्यक्ष ढकालले बिमस्टेकमा अन्तरक्षेत्रीय व्यापार र लगानीलाई प्रवद्र्धन गर्न बिमस्टेक बिजनेस फोरम गठन गर्न सकिने विचार पनि प्रस्तुत गर्नुभएको थियो ।

Effective Connectivity Is Essential To Expand Intra-Regional Trade In BIMSTEC – Chairman Dhakal 

Chandra Prasad Dhakal, President of Federation of Nepal Chambers of Commerce & Industry, said that there is a need for effective infrastructure to promote interregional trade and investment in BIMSTEC countries.

Addressing the International Business Forum Special Session of the BIMSTEC Business Conclave in Calcutta, India on Tuesday, Chairman Dhakal said that there is a need for good and efficient infrastructure such as roads, waterways and railways to promote regional trade and investment.

In addition, it is necessary for BIMSTEC countries to invest jointly to increase air and digital connectivity, improve existing connectivity infrastructure and build new infrastructure, he said.

Stating that it is necessary to increase the physical infrastructure such as roads and ports for easy transportation, he also said that joint efforts can be made to develop and upgrade the infrastructure to support the development of the regional value chain.

"Promoting cross-border energy cooperation, including the development of energy-related infrastructure and energy trade, can support the development of energy-intensive industries in regional value chains.

For example, Nepal-Bangladesh and India are working on a hydroelectric transmission line to export Nepal's hydropower to Bangladesh. The electricity produced in Nepal will reach Bangladesh through India. It can be extended to other BIMSTEC countries and beyond," said Dhakal.

In addition to connectivity infrastructure, BIMSTEC countries need to remove and reduce various non-tariff barriers to trade to facilitate regional trade and investment, he said.

BIMSTEC countries can ease and simplify their trade and investment policies to create an enabling environment for regional value chains. Topics such as simplifying customs procedures, simplifying policy rules and promoting investment facilitation measures can be included in it.

"The free trade system of the region can facilitate the increase of bilateral and multilateral trade between the member countries. "Nepal can benefit from the elimination or reduction of taxes on its exports, thereby increasing the volume of trade and diversifying the export base," he said.

He said regional connectivity and trade agreements will also help in attracting foreign direct investment (FDI).

“Good connectivity and trade arrangements between BIMSTEC countries will help attract FDI. "If we can improve market access and reduce trade barriers, it will encourage foreign companies to invest in various sectors of the economy, which will create economic growth and employment in BIMSTEC countries," he said.

 Dhakal, the president of the Federation, also presented the idea of forming a BIMSTEC Business Forum to promote interregional trade and investment in BIMSTEC.
